Default Political subdivisions

I realize that Clark County has other cities than Vancouver, but some areas appear to be a part of Vancouver (Salmon Creek, Felida), but aren't within the city boundaries. Is there something like a township that allows for local government or is the county responsible for police, fire, and other services?

Once you are out of the city limits, the county provides fire and police and other services. Water can be provided by the city, even for the county (the county rate is higher than in-city), electricity is provided by the Clark County Public Utilities District whether you live in-city or in-county.

Nope, no township level of government in WA. Typically, you have city, county, and state levels of government. No wards, parishes, or townships. If your home is outside of the city limits, you're usually covered by the county.

Is there any property or sales tax advantage or disadvantage for living in a city?

Are the level of services comparable whether one lives in a city?
