Any suggestions on how I could market and deliver, on a small scale, freshly made soups and drinks? I recently created an out of this world, non-dairy, sugar-free chocolate "milk" shake.
You can start with doing some research on how to get a business license and how to start a small business in Vancouver - there's lots of websites with information about that. If you're thinking of starting a business that deals with foods to sell to the public you will have to conform to food safety standards. That means you'll need to take a Foodsafe and Food Handlers course to get your Foodsafe Certificate. The foods you sell will have to be prepared in a facility that meets with Environmental Health Officers inspection and is licensed for food preparation.
If as your name implies, you are a New York guy, how about getting a push cart, then go where the action is. Wouldn't that be a great item during marathons, parades, etc. ?

He could do that but he'd still have to comply first with all of the above procedures as noted in my first post.

I thought of that too, but then the OP is a full time international student.

Not only that, but they announced on the news on CTV on Friday night that licenses for street vendors in the city of Vancouver might be going to be cut back.
If the street vendor plan dont work maybe start a small restaurant, or package your product so a mail order business could become feasible
