We are a mixed generation family looking for a safe, family friendly place to live in Ventura County. We can handle about $3 monthly.

With a $3k budget you should be able to get something decent in Thousand Oaks or Newbury Park, too. Simi is nice, but in my opinion Conejo Valley is nicer and safer and very much a family friendly area with great schools! Lots of parks, too. I think the weather is also cooler than Simi. Not to discourage you from looking in Simi, but I think you should also look at Thousand Oaks and Newbury Park. Westlake Village is great, but probably out of your price range.

According to FBI stats, TO and Simi are almost the same crime-wise. TO weather is cooler slightly, but has more smog due to the 101. Simi is considerably windier which helps clear the air--important if asthma a concern.
Today there are only three 4-bed houses for rent in TO, and they are old compared to what they can get in Simi. Newbury Park is not as good as Simi for their budget. And schools seem to have a lot more add-on fees in the Conejo, hard if money is tight, not to mention the status symbol competition. Agree that WLV is too expensive. Moorpark is another option. Oak Park is too, but more likely townhouse dwelling.

East Simi Valley, Santa Susana Area, though the most beautiful part of Simi IMO, I've heard suffers from radon gas. There's also a concern about the nuclear waste Super Fund facility now owned by Beoing at the former Rocketdyne facility.
