Not really. You can take the intra-city bus to the Orange line. Then Orange line to the Red line, then Purple line or bus to Santa Monica, but it's probably a 5+ hour trip. Faster just to ride your bike down the PCH. Might even be faster to walk.

Don't think this is what you're looking for, but it's worth mentioning as an FYI:

Every summer there is the beach bus from various stops in Thousand Oaks and nearby locales to Zuma Beach in Malibu.

No train in Thousand Oaks and no public bus to even the nearest train station.
