No mention in the article about lack of minorities in Burlington. That's why the crime rate and auto accident rate is so low. Very close correlation between minority population and safety of a city whether you are talking about a US, Canadian, or even European city. Those cities on the US News "Best Places" list tend to be rather white (or white/asian).
