I know nothing about the area, but according to City Data's compiled info, St. Alban's has a crime rate significantly below the national average. I found it here: http://www.city-data.com/city/St.-Albans-Vermont.html
Statistics and reality aren't always the same though, so if you can find anyone with firsthand experience, they'll be able to help.

I am in burlington for a couple days, 24 miles away and you won't have any problems here, heck you probably won't want to leave again! I came up here with my hubby for business, and I was talking to a guy at Applebees and he was saying that he was only coming to this area for a year, and it has been 7 years. We were in St Albans yesterday for the first part of his conference.

I moved from St. Albans about 4 years ago after living there for 20 years. I was shocked about a year later at the crime I read about...break in's at drug stores, gunpoint robbery at a small cinema....however, it seemed like it was a bad year as I haven't read/heard from friends much of that anymore. The town school is better than the city and you are going to have some problems (crime, drugs) wherever you go, but VT overall is very low key. You can read the local paper online..they usually put one or two articles in it a day and the editorials it is www.samessenger.com

My husband's family is from generations of St. Albans, Vermonters. A walk through the local cemetary is like a walk through his family tree.
Relatives still in that area, and they have no complaints about their town. Every place changes over time, I guess, but I don't think they have any significant jump in crime, especially compared to most other places!
I would also check the page that Mark S. listed:
http://www.city-data.com/city/St.-Albans-Vermont.html
Vermont is a beautiful place. Good luck.
