I would have to disagree with you a little bit. The laws that prohibit sex offenders from living near schools and parks is a good law.
I would agree that most sex offenders victimize their family members, but they don't do it BECAUSE they are family members. They do it because they are able to build "trust" between the child and the offender. This is why some offenders use kids organizations like Little League and Boy Scouts as a means to meet their next victim. They join these organizations in order to form a bond with the children.
Keeping sex offenders away from areas that children frequent lessens the opportunity for them to re-offend. Even if the offender never actually touches another child, they may still be "victimized" by the offender. Simply sitting in a park watching children play is enough to arouse these people. I'm sure you would want some psycho fantasizing about your kids as much as I would want them to fantasize about mine.
The easiest way for me to explain it is like this: You own a candy shop. I walk into Sherylcatmom's House of Sweet Treats and apply for a job. You, being the great business person that you are, do a thorough background check and find out that I am addicted to chocolate and have been fired from every candy store in New England because I kept stealing the candy. Would you hire me? Of course not, because eventually, I would probably steal YOUR candy. It might not happen the first day, the first week, or the first year, but if the temptation is there, the odds that my chocolate addiction would overwhelm me would increase.
