What type of building do you live in? When I lived in a 3 unit house each unit had a 100 gallon propane tank. There was no meter. I had two choices with keeping the propane tank full. One was to call in when I needed propane based on what the gauge on the top of the tank indicated was remaining in the tank. The other was a auto delivery where they would just come out and constantly top off the tank. I chosse the call in method as I was renting and knew I would only be there for a year and didnt want the tank topped off.
If you do indeed have a meter. I am guessing you may live in a multiple unit apartment complex where there is one very large propane tank that is metered to each apartment. You probably just consumed more propane due the extremely cold weather we have had the last month or so. It was probably just a matter of your previous bill could have been for Dec and your recent bill was for Jan where it was much colder. January is usually the coldest month in VT.
If your t-stat is always set to 62 when its 40 out your furnace will only have to kick on once in awhile to maintain that temperature. When its 10 degrees out your furnace is probably cycling on and off quite rapidly. I leave my t-stat at 65 and have a high efficiency furnace and when its below or near zero it runs quite a bit.

We use propane for cooking and hot water and the bill runs about $80 - $90 a month. I still find this excessive. I can't imagine heating with it!

Assuming there is no malfunction or leak in the system, you did say last month and last month by heating degree days was pretty darn cold. I would have the system inspected as there is the potential for small leaks which can really add up.

A lot of propane bills are very high in February and March. It's very cold. Sounds like a normal occurrence with some apartments and propane.
