The PS2 certainly contributed to the demise of the short-lived Dreamcast, but Sega's own practices are also largely at fault. In the span of less than 10 years, in terms of home consoles, Sega supported the Master System, Genesis, Sega CD (add-on to the Genesis), 32X (add-on to the Genesis), Saturn, and finally the Dreamcast in November 1998. To give you some perspective, in that same time span Nintendo supported the NES, SNES, and N64. Simply put, Sega cannibalized some of it own success by saturating the video game market with too many consoles. Consumers were certainly weary at the thought of yet another console release in 2-3 years (who could blame them?) On top of that, Sega had poor relations with retailers in the US after they attempted to have a "surprise" Sega Saturn launch 6 months ahead of the initially stated "Saturnday" of September 2, 1995, instead opting to release at E3 on May 11 of the same year. KB Toys refused to sell the Saturn at all, and Wal-Mart ordered limited stock in response to the short notice.
Overall, Sega mismanaged its consoles in the US and the result was the company heavily relying on the Dreamcast to remedy these mistakes, financially speaking. Couple that with the timing of the console release, and we see a console with such great potential flicker out of existence in a few short years.
Fun fact - Sega Dreamcast released more games in its lifetime than the N64, which produced games more than twice as long as the life cycle of the Sega Dreamcast.
