All schools have school buses...so you really don't need a car to get to school! Unless you're a teacher....
Fredericksburg has a bus system....I've never used it, tho....but there are online sites (Fredbus) that should give you some info.
I"m not sure where Riverside Parkway is located....most local "commutes" are under 20 mins around here, once you learn the "back roads"!

The poster is probably going to take classes at either Career Training Solutions, or Strayer University.

You'll need a car. The Fred bus will get you within a mile of there... but I don't think you'd want to walk the rest of the way.

There are several apartment complexes right there off of Rt. 17. You'll probably be looking at $900+ for a 1 bedroom, and $1200+ for a 2 bedroom. (You might be able to find cheaper... maybe)

If you're up to driving further, then you might want to look south of the river.(In the City of Fredericksburg or Spotsylvania County)
