Default looking for 2 br. apt. near East Falls Church Metro in Virginia
rent up to $1600 in safe neighborhood with utilities paid, bus service/close to metro/need 2 bedrooms, any suggestions?

Utilities paid will be your stumbling block. That's not that common. $1600 rent isn't a problem for an apt and you could possibly find something for less, but close to metro makes that less likely, but then you need to add utilities onto that.

Default any good affortable names of apt. complexes?
Any suggestions of safe affortable apt. complexes in East Falls Church/Arlington for two females for no more than $1600 or close to that amount? near bus stop/metro rail?
