I got a ridiculous ticket, for having the wrong address on my driver's license when I was pulled over for a busted headlight. The fine was a whopping $10, plus court fees of coarse. Somehow this slipped my mind and I forgot to pay it. DOH! So I got a letter from the DMV telling me my license has been suspended. Great, in addition to paying the original ticket, now I have to pay another $145 to get my license reinstated.

The letter says I have to go to the DMV and provide proof of legal residence in the US, but the DMV website says I can have my license reinstated by paying the fine plus the reinstatement fee over the phone without ever going to the DMV. That would be a much preferred option since I have no idea where my birth certificate or passport are, likely stuffed in a box somewhere at my parents house.

Also, if I do end up having to go to the DMV will I have to take the tests...road signs, vision etc?

You do not have to retake the test. Not sure about the online thing and calling them is next to impossible. Go to a DMV and ask the employee they have by the entry who hands out paperwork to people.

Busted headlight and you didn't update your license? Certainly not the type of offenses that sends the world in a tailspin but you did decide to ignore the laws.

Bud, I sympathize 100%. My hubby and I were VISITING Virginia because we bought a truck. Here in Alabama there aren't any 30 day tags, they give you 15 days to register it. My husband got a ticket AND almost got the truck towed even though we had AL driver's licenses and politely explained to the officer why we didn't have a tag. Can't exactly get something that doesn't exist! We didn't pay the ticket because we didn't do anything wrong and they suspended his license! Well, tried. Alabama doesn't recognize the suspension.
