As far as living goes Centerville is a bit farther out west, but a nice area with easy access to anything you would need also it might sound weird, but it is very common for people to rent basement apartments until they get familiar with the area. You can be hired in Virginia without the license they will give you a provincial license which gives you two years I think to get a permanent one. This is the state site for those looking to come in and teach VDOE :: Teaching in Virginia , the right side has links to Licensing as well as job opportunities within the state.

Not all districts advertise their openings on the state site but you haven't mentioned where in the state you are interested in or what grade\speciality you are look for.
