You might consider Charlottesville, pop. ~40K. The University of Virginia is there which offers activities and events, but for the town square feeling complete with going-ons, check out the historic downtown pedestrian mall:

Also, the 48k official population is a little misleading. Metro area is about 230K plus another 20K for UVA. City itself has a population density of 4,700/sq mi, making the city itself more dense than much larger cities like Norfolk, Portland (OR), San Diego, Denver, Cincinnati, Columbus, Houston, Richmond, etc. So the city actually feels like a nice little urban enclave.
