I lived in the area for 11 years and wasn't even aware there WAS a papermill... So I guess that answers your question....

I thought the paper mills were all closer to the tidewater area in the east of the state. I never smelled one in or around Charlottesville.

Oh, yes those papermills are awful, you can't go outside your house for days!

Birds die from breathing the fumes and your petunias wilt.......

I am not aware of there being a papermill in Charlottesville let alone more than 1. Covington has a papermill and Big Island between Buena Vista and Lynchburg you will find another.
