See being a world class city is far more than just having the population. It's most heavily weighed on its diversity and appeal to all world cultures, hence the name "world class". DC is like what 60-70% black? DC itself doesnt really embrace other countries cultures to the extent that NYC/LA does. Honestly not even close. It's truely just a capital city with high crime and booming suburbs.

But is it really fair to compare DC to New York? I think it's a bit hard to say the only true "world class" areas in America are NYC and LA. I think SF, Chicago, and Boston are all pretty equal in terms of diversity to NYC and LA. DC may not be, but it's still got that famous factor any world city has, and it's an important city, no denying that.
