Hmmmm, perhaps Page county is really bad. I've never been there, so I have to take your word on it's bad management. But, I don't know if it is the worst county in Virginia.
I think the worst county in VA, in terms of the people in it, is Wythe county. It is where I-77 and I-81 converge. The people here think that they are the only good people in the country and that anyone not from here is trash. They have an attitude towards "outsiders" where they think "We're good country people, good Christians, who can be trusted. All you are is big city trash that probably never even set foot inside a church. I wouldn't put anything past you }:^( "
And another thing, there's that old expresion; "You can judge a people by the way it treats it's children." Well, out of all the counties in the state of Virginia, in 2006, Wythe county was the number 2 county for child abuse and neglect. So, what do you think that says about these people?
Compared to this county, I'll take Page county any day.

I moved from Fairfax (Centreville) 4 years ago and had lived in Centreville specifically for 9 years. I was born in Arlington and know the whole NoVa area very well.
My daughter graduated from High School right before we moved. Gangs - YES, Drugs - DEFINITELY yes!! Those high school kids are spoiled brats! It may seem nice and safe on the outside but there are pockets of 'ghetto' areas too everywhere. Don't let the median income fool you either. Many households have 2 working parents in order to be able to afford to live there - and that leaves teens with cars upsupervised and on their own after school and into the evenings.
When I got fed up with taxes and traffic of NoVa, I moved to Hampton Roads.
So now my 2nd child is in the Portsmouth high school system. WOW - what a difference! The income level of the parents here is lower - and that makes for a better learning enviroment. The majority of the kids take the bus to school - very few can afford a car to drive. Flashy clothes and designer purses are a rarity. My son has plenty of friends and he is learning the same things he would learn in Fairfax. Yes, we have gangs, but being a smaller city the police are able to educate the students and parents better here.
By no means am I saying that Portsmouth is the best place to live - far from it - but Fairfax has some issues. Any wide open spaces that are left there, will be consumed with TH's (which will probably cost 600k each) within the next 10 years. See if they can fit in another 200k people.

The law of attraction . . .
I've lived in several places in Virginia, and I've done business all over this state and the Mid-Atlantic. My family goes back to the first settlers here. I grew up in rural SW Virginia and thought the people were wonderful. I've lived for over 25 years in Fairfax, and I think it's great to live here despite the expense, the traffic and the change.
There's something called "The Law of Attraction" that says you draw to yourself those things which you think about most - good or bad. I have lived a very good life for the last 45 years of it and I think it's because I've always been determined to bloom where I'm planted. I think I could do that in Virginia, Africa or on the moon.
For those who like to spend their time complaining and looking at the glass half empty consider what Gandi had to say: "You must be the change you seek in this world." If you don't like it, what positive thing have you done to contribute to changing it?

I have to agree with the prior posts on Page County. Boy what a bunch of IDIOTS!!!!!!!!!!!!!!!! They can't even run a trash dump. By far the worst county in Va. I have lived in , and there have been several. I really like the Roanoke / Salem area.

One of the biggest problems with Winchester as far jobs goes is oddly enough Cumberland, Maryland and Keyser, West Virginia. The economy has been so bad in those two areas for so long that many people are forced to commute to Winchester. Come to think of it I think Keyser even offers bus serivce to Winchester for their commuters.
True Winchester has many factories and distrubution centers but check out all the cars in their parking lots. A LOT of them have West Virginia or Maryland tags. And since the cost of living in Keyser and Cumberland is a lot lower than Winchester, the pay rate is good for them despite the cost
of gas. On the flip side, if one lives in Winchester or Frederick County, the pay rate isn't so good which is why so many commute elsewhere ( mostly to Northern Virginia ) to work.
Also politics is a problem with many of the factories there. Rubbermaid and General Electric, you pretty much have to have family already working there before one even thinks of applying. And the others relies way too much on those temp services for workers. A few years back I tried to apply for a job at Kraft only to be told that I need to go to Manpower Temporary Services. And the odds of actually going full time at any of these companies through these agencies is pretty much next to none.

Could we just incorporate the whole state as one of the worse in the country?  I think we could.
