Home Businesses In VA (Roanoke, Blacksburg: house, to buy, subdivision)

My husband and I currently own a business in our home and we are considering moving to the Blacksburg, Roanoke area.

In our state, we were required to get a conditonal use zoning permit in order to manufacture and have a couple of outside employees work on our residential property. We had a couple hearings before a zoning board, our neighbors had a chance to object and our permit was granted.

I'm having difficulty understanding how this happens in VA.

I want to buy a non-subdivision lot of land 2 - 5 acres. Build a 4 bd house on the property and a 1500 sf building to work in. I get a ups or fedex delivery and pickup on most week days. Customers stop by but this wouldn't be a store front, most of our goods we ship or deliver.

Does anyone have a working knowledge of how this happens in VA? or who is the contact or oversight office?
