The lack of light rail in Richmond and Roanoke has more to do with their relatively minimal congestion which makes it near impossible to be eligible for the federal funding required to make these things a reality. Traffic in Hampton Roads is a nightmare, so it played into Norfolk's favor in getting the funding.

^ this is true. to qualify for federal funding, you must have a minumum population per sq. mile, employment per sq. mile, and bad traffic.. That's why Norfolk got funding for their starter line. I'm sure Richmond fits the population and employment quotas, but the traffic isn't bad. Roanoke most likely doesn't fit any of the quotas at this time. They simply don't have the densities.

Two Light rail cars arrived in norfolk today and are already on the tracks.
