I assume you mean 4-year, right? And not community colleges?

If so, the list is as follows:

1.Virginia Commonwealth University: 32,284
2.Virginia Tech: 30,739
3.George Mason: 30,332
4.Old Dominion: 24,125
5.UVA: 21,057
6.Liberty U: 20,252 (not 100% sure about that one, can't find an official source)
7.JMU: 18,313
8.Radford: 9552
9.William and Mary: 7892
10.Norfolk State: 6235

For the purposes of this list I included undergraduate and graduate students (because some schools don't distinguish between the two in their information listing). I also I did not include community colleges.

Edit: its interesting to note that GMU and VT have fluctuations in their enrollment from year to year and are close enough that they often switch positions from one year to the next. The info I have is the best info I could find so if one or two numbers are slightly off, sorry.
