I just did a Google search on them and came up with a site called
www.khovsucks.com that features some complaints by some of their customers. Of course you're only seeing one side of the story there, so you could/should search for other sites too. You could also try something like the Better Business Bureau I guess.

Aquia Overlook
K. Hovnanian homes formerly Washington Homes. Several homeowners in the Aquia Overlook development have homes which were completed by K. Hovnanian homes. If you do a search on washington homes and aquia overlook (free lance star newspaper) you will find that once the builder has been paid the odds of completing any unfinished work or problems is highly unlikely. As a resident of Aquia Overlook I would suggest that you look elsewhere...The HOA here is a mess. I would get into detail but do not want to spend the next half hour typing away.
