My son's mother has a 2013 Jetta s I've done everything to this thing, plugs,cap and several sensors. It has alot of issues but the most reoccurring is this sputtering while the gas cap is off. Even when she turns it off and fills it, it has a hard time starting sometimes it doesn't.
This is not a problem for the car, it is normal (in fact, normal for quite a lot of cars these days). There is an expansion tank as part of the system to capture gas vapors. Having the cap off screws up the pressurization aspect for that tank and throws codes. My current and past VW will do this, as will my MB. I think it is a German car thing, as the wife's Toyota doesn't do this.
