Well.. there is The Rooftop at Rockville Town Center:
The Rooftop at Rockville's Town Center | Rockville MD
I've only been once and the view is good. No idea about the food however. Same for Blackfin in Bethesda. Its very popular with the yuppie crowd but I don't know much about the food.
But Rockville Town Center and Dowtown Bethesda are probably your best bets to find what you want. Gaithersburg is full of teenagers and the Bars / Restaurants suck.
There is always T.G.I Friday's if all else fails (not the most classy).
