I agree. What good is a curfew for kids who live in Burtonsville, or the rural parts of Montgomery County if all the crime is concentrated in certain pockets. Focus on those pockets. It's very easy to enforce a curfew for Downtown Silver Spring, Wheaton, Rockville, and Bethesda, and not the entire county.

Well, everywhere north of Norbeck and/or west of Rockville (except for Gaithersburg) seems pretty quiet. Gaithersburg is an incorporated city, so it can certainly enforce its own curfew. I agree that besides Wheaton-Glenmont, Aspen Hill and Silver Spring, rest of the county shouldn't need a curfew. The thing is, though, is the fact that the curfew, at the present state, could be abused by the police. Also, the punishment for breaking the curfew, which includes a hundred-dollar fine and parenting classes, seems a bit excessive, especially for those who are new to the county.

I'm willing to bet these thieves would be less willing pull this crap at 10pm when more people are on the roads / stores watching them. I assume these people have a sense of shame, but I wouldn't bet on it.

they'd probably be more willing to do it... let everyone see what a bunch of tough guys they are.
