Hi I plan on moving to Silver Spring but I need help on choosing the right apartment in terms of safety and affordability my max rent will be $1600 and if possible utilities included. Do you guys recommend any places in the silver spring areas that fit the criteria

I suggest the Warwick on University for maximum safety and convenience. The Allegheny studios are the only one in your price range. You would have to call them about utilities. Apartment Search (v2.3)

Will you have a car? Silver Spring covers a rather big unincorporated part of Montgomery County. Above apartments are outside the Beltway, and far from a Metro rail station (but with bus service),if that's a factor for you. I did used to own a small row townhouse on East-West Highway a mile form the SS Metro station, inside the Beltway, and when I moved and rented it out the rent was within your budget, but I sold it over 5 years ago, so don't know what it would go for now.

You may want to look on Craigslist. I managed to find a nice condo in the downtown area to rent for under $1500/mo (incl. parking). Some of the apartments are also running specials, and there's a new apartment building that just opened called Solaire that is probably doing the same to attract new residents.
