Not surprising given the source of most of its income is property tax and that has taken a big hit in recent years.

When a substantial portion of the county population isn't aware that wearing your pants above the waist instead of below the buttocks is proper protocol in civil society, its not hard to imagine abysmally low employment and tax receipts.

A successful society starts with the individual.

This has nothing to with the article. And I'll add that there is a significant portion of the population who are professional suit-wearing individuals who lost their homes or can't qualify to get a home because of tighter lending practices. I just read an article where Ben Bernanke can't refi his home because of tighter restrictions.

Nevertheless, mortgages for the average joe with a modest income will be harder to come by. But this is what we wanted right? We didn't want to give homes to people that couldn't afford them. Not even mid-level professionals. That's why the rental market is so high now. People have given up on the "American Dream" and are opting for rentals and public transit. Which makes places like DC proper so appealing. Which drives up rents and leaves the outer suburbs unattractive with a large supply of empty houses and depressed property values.

Sagging pants has nothing to do with it.

Cutting up their credit cards should be at the top of the list in terms of reconciling the budget. They should either move to a reimbursement system or a per diem system since they don't know how to be fiscally responsible with their cards.
