A lot of the marijuana people buy on the streets comes from outside the U.S. in places like Mexico which is distributed by drug cartels. Those are terrorists. Anyone who buys marijuana is essentially funding terrorists organizations. Think about it.

So until Maryland completely legalizes marijuana and it is "home grown", then I am 100% marijuana possession. Decriminalizing small amounts of marijuana making it pseudo-legal by means of civil penalty is stupid and doesn't solve anything. Since 10/2013 (prior to decriminalization) simple marijuana possession was made a citationable offense anyways, meaning people were not being arrested and taken to jail for it, so it's not like we are saving money in the criminal justice system by decriminalizing it. Either it's illegal and it's a crime or it isn't. Maryland needs to either go all in or not.

The US as a whole needs to go all in on legalization of MJ.
The USDA and County Extension Agents can manage it fine.
(Volumetriclly the MJ market isn't that big of a crop)

While we're at it we need to re-medicalize the pharmaceuticals and synthetics.
Return their control to the Doctors and Pharmacists and Social Workers where it belongs.
Get the Cops and the Courts and the Jails and the M-O-N-E-Y out of the picture all together.

Not going to happen until the Federal Government still classifies marijuana as an illicit schedule I controlled dangerous substance. Until that happens you are just going to have a couple of states here and there challenge marijuana laws.

Change will come, but it needs to be done carefully as not to create new problems like Maryland has.

They won't like that very much.

The closest we've come is the pseudo legality you complain of.

As always... it comes down to "Follow the Money"

When the nation was possessed by the madness called Prohibition and made the manufacture, distribution, sale or consumption of alcohol beverages in public a criminal offense. The Illegal distribution and sale of alcoholic beverages either moonshine or the good stuff from Canada, Mexico or Cuba and the West Indies was taken up by criminal gangs not unlike the Mexican Mafia for example the famous Purple Gang of Detroit. Some respectable businessmen like Joseph P. Kennedy (father of a future President and two US Senators) got into this illicit trade and made their fortunes doing this. Our latter day prohibition of Hemp, marijuana or hashish has given us a repeat of this time (Prohibition) in American history. So don't be so shocked, please note the level of criminality greatly decreased when Prohibition ended in 1933. History would repeat itself if given a fair chance!

Maryland voters need to get their brains in gear when they vote and not instinctively reject colored or female candidates for Governor. Especially voters in Baltimore County!
