Construction update. From the updated timeline, I wouldn't expect Whole Foods to open before the end of January.

The contractor has started installation of a 48” drainage culvert pipe under the CSX railroad tracks. Once this culvert is completed (estimated date is 11/13/15), the construction of a large storm water management pond in the NE corner of the site can begin.

Lane Closures:
Utility connections for Verizon, Comcast and natural gas will be performed and may require periodic lane closures.

This project will take about 3 to 4 weeks.

I'm thinking that Whole Foods won't open until Spring. Media outlets in the summer can be quoted as saying that Whole Foods would be open by the end of the year. Fall has already come and gone. The end of the year is quickly approaching and the roads around the building haven't been paved yet. That would certainly prevent the fit-out of Whole Foods from starting.

The Safeway at the Gateway at University Town Center has some initial shelving systems inside as seen from East-West highway. We'll see how fast the Safeway opens up from the start of their fit-out. The outside of the building hasn't even been completed. But of course, the project enjoyed infrastructure that was already present and available as opposed to building infrastructure from scratch at the Whole Foods site.

I will say that by the end of January, the fit-out of Whole Foods will begin. And I'm being generous. I think they can get started before then. After all, we're just talking about getting the roads and parking lot around the store paved. The base pavement has already been completed. Paving a parking lot that size takes 1 to 3 days max. Once they are paved, delivery trucks can start getting the fit-out materials to the store. The three entries to the development are complete.

I think we'll here about a revised opening date from Whole Foods by January 1st when it is clear the end-of-the-year target would have passed.

Construction updates since the last post. Changes are in BOLD. Not much in the way of the grading and laying of asphalt. Possibly due to all the unbelievable rain we've had. There needs to be a dry period of about 5 - 7 days to catch up on the asphalt portion. Also, PEPCO and Washington Gas need to complete their connections to the store before fit-out can begin. At this point, an April Grand Opening is expected for Whole Foods.

Being 90-120 days out now from store opening, there should be some more news on new retailers that will open along with Whole Foods. Currently there are:

1. Old Line Bank
2. Bella Spa
3. Habit Burger
4. Hyatt Place (2017 Opening)

The bridge construction work is significant and required the closing of the former ERCO plant parking lot between the Rivertech Court cul-de-sac and Lafayette Avenue. This route has been used for years as a “short cut” from Lafayette Avenue to M-Square. This closure will continue until the new bridge is open – estimated to be in April 2017.

The initial construction activities include the relocation of existing electrical and gas utilities that run parallel to the CSX tracks. This relocation is scheduled to start in early January. Utility relocations are necessary for the construction of the new bridge over the CSX railroad tracks.

Not much progress in eight months. Wonder what happened to the six leases under negotiation?

Typically a landlord will not announce that a lease is "under negotiation" unless a Letter of Intent has been signed. Once an LoI has been signed, the parties usually try to have a legally binding executable lease signed within 60 days.

We're now at least at 240 days and no news...........Hmmmm!

As expected, Snowzilla slowed things down a bit on the construction site. Nothing of note has changed. I'll post the next update in two weeks.

The delay in announcing restaurant tenants that would serve alcohol (but not burger joints) may be due to this pending legislation, which I expect will be passed but will not come into effect until July, which means you won't see an opening before October.


I would expect that shortly after the legislation is passed in April, there would be some announcements of lease signings as took place at Laurel in 2014. If not, you'll know they are having difficulty.
