Belair is Ok, I used to go up there to shop sometimes. Schools are good from what I here and housing is probably still affordable, but I've been gone a few years.
I lived in Perry Hall for 15 years near White Marsh Mall. Loved it, wish I had not moved to Florida and I miss Ikea and my Mall. Can't afford to move back now. Schools were good, however as a parent I only made it through Kindergarden there. I'm a grad of Baltimore county schools and most are good.
Timonium and Cockeysville are good areas also.

Ellicott City in in Howard County and pricey but a very nice area. Don't know much about the schools.

Carroll County, MD is also close to Baltimore (30 minutes or so away) and has a good school system, but it is pretty rural and most commercial development is concentrated around Westminster. Harford is nice also and has a good school system. Baltimore County Schools are also good, but I would avoid Randallstown and Owings Mills as they are crime havens. Howard County has the best school system in Maryland, but Ellicot City and Columbia are very pricey. Anne Arundel County is relatively inexpensive and is south of Baltimore and has a good school system also.
