Default Public Elementary Schools in Rockville --- so many, so different, and all so close together?

I have been researching the area public elementary schools in rockville for a relocation and would like to find out more about the system. There seem to be a lot of schools very close together with very different statistics - test scores, ethnic makeup, etc. There are 4 schools all within a mile of each other- College Gardens, Brookhaven, Barnesley, and Rock Creek -whose test scores and parent online reviews vary wildly!

How can these PUBLIC schools all be in the same neighborhood all be so different - from very low state test scores to very high. Also, how do you know which school your child would attend if all the schools are within one square mile? It is based on something other than address?

Hm..well, College Gardens has lots of apartments nearby, whereas Beall is surrounded more by the single family neighborhoods. So even though those two schools are only a few miles apart, they are very different.
