I did some research.
Fortune wrote about the Dulles Tech Corridor in 1994. It referred to it as the "Netplex". It was considered the next Silicon Valley.
If you did an internship while you're a student with a government agency (ex. NSA) to get your clearance, the area is your oyster once you graduate. The need for cleared developers far outweighs the supply, and the salaries with a clearance are significantly higher.
