Each year, I have tried my best to enjoy New Years. I've been to glamorous balls, First Nights, Times Square, and numerous "Washington Parties". At every event, with the exception of Times Square, I found a common theme: freezing cold weather and just a smattering of people. The problem is that there's too much going on. People stop by but have to rush on to the next event in case they miss the arrival of the New Year. At Times Square, despite the fact that there were tons of people, I had an awful time. I nearly got caught in a human stampede. I have learned to just stay at home and watch the ball drop on the telly. That would be my advice. But to each his own.
Find a friend who's having a party (preferable, from my standpoint) or go one of the many NYE parties hosted at hotels, restaurants, and bars. Normally I find a friend's party, but a few years ago a group of us went to the Doubletree in Crystal City. It was pretty fun, though I have to say that my group sort of started the party with regards to dancing and such, so with a different group you may not have as much fun. The view was really nice, though.
An issue I've heard is that some parties get overwhelmed (particularly at the bar), which can put a damper on the evening, and others I feel are overpriced. Try to find one that's relatively cheap, and I don't think it'd be drastically different from any other party.
As far as going on a trip, Venice is pretty fun too...
Why not have some friends over and celebrate over food and beer? Cheaper than going to some overpriced douche-filled ****hole.
This is true.
