Union Station is on Mass Ave with Columbus Circle in front of it. You have to come in around Columbus Circle and the parking garage is just to the east of Union Station.
I've only parked there once or twice but I think it was like most of the garages you'll find in DC. You get a card when you park from the machine. Then you pay before you go back to your car to leave with the machines right outside of the garage. It keeps track of how long you were there through that card.
