I'm coming from SIlver Spring down 29 or the beltway during rush hour and need to get to 18th and Penn NW. Is there a quick way to do that. WOuld Rock Creen Parkway take me there quickly (relatively speaking for DC rush hour trafic)?

There are no secret surface streets that will take you from Silver Spring to 18th & Penn. 16th Street is as fast as any other. The earlier you travel, the easier the commute. Metro will take about 1/2 hour.

16th Street is the way to go, not Rock Creek Pkwy.
