Instead building a new tunnel into DC from Virginia, why not first fully utilize the 14th street bridge? Now I know what you might say: The 14th street bridge feeds into the green line at L'Enfant. Therefore, you can only utilize about half the capacity on the bridge. I got a solution: the L'Enfant Wye Junction. The wye would connect all trains that use the 14th street bridge with the orange and silver lines between L'Enfant and Smithsonian stations. Half the trains would go towards L'Enfant, while the other half would go towards the Smithsonian. Lets say the yellow line goes towards L'Enfant, while the blue line goes towards Smithsonian. The Orange line would remain unchanged. Meanwhile, the blue line would continue up the 12th street and I street subway before crossing the Potomac in the currently used tunnel. There, it would continue along the route that the current silver line uses and end past Dulles International Airport. This new line could either be the blue or silver line. On the other side of this new wye junction, the orange and yellow lines would share track and then split after the Armory station just like the blue/orange/silver lines split today.
I should say that this configuration would eliminate service between the pentagon and Rosslyn, so that all trains coming from south of the pentagon would use the 14th street bridge. This would also save alot of money as a new Potomac crossing and subway in DC would not need to be constructed.

Maybe I'm confused but wouldn't that just move the problem to the east. I think that if the trains still use the crossing then that would clog the traffic in the other direction reducing traffic from east of the river, Maryland and the Capitol Hill areas (Not the mention drastically cut service from Arlington Cemetery).

The tunnel through Smithsonian station (currently OR/BL/SV) has no capacity to run more trains.

A wye bypassing L'Enfant would deprive a large number of passengers a chance to transfer at one of the busiest transfer stations.
