1. Do they carry points like in VA?
2. Do points transfer from DC to VA?

No. The points will not transfer to VA. However, you will have points in DC. They will drop off your DC record after two years.

Unless you were speeding 26 or more over the limit, the hearing examiner will usually drop the points, but hold you liable for the violation and fine.

DC's red light cameras are just a big scam to make extra money. They are no better than speed traps through southern towns.

It is only relevant if you commit future moving violations in DC. The hearing examiner will just reference your original speeding ticket here and most likely throw the book at you if you are found liable (fine and points). And even still, your Virginia DL will not be affected in VA.

Now if you were to receive a moving violation in DC and fail to answer/pay it, then DC would notify the VA DMV to suspend your license. VA DMV will oblige.

The Photo Enforcement Program in the District of Columbia is about safety and not revenue.
