Martins View isn't a neighborhood, it's an apartment complex. The neighborhood it is within is called Bellevue.
I don't know much about Bellevue, so I will let others comment on the specific neighborhood.
But I can say it is very close to parts of the city that are considered to be quite poor and crime-ridden.

HHHHHHHHHHEEEEEEECCCCCCKkkkkkkkk NO!!!

Not a good area at all. That's one of the worst parts of the city. Because it is east of 295, it is basically like living in SE. Definite no-no. I wouldn't recommend it for anyone, much less a single woman. You would have to catch a bus or drive just to get to the metro station, there is absolutely no amenities within walking distance other than some liquor stores, and some chinese joints. You don't want to live in a place like that. What are you looking for as far as price? Where will you be working? What do you want to have (apartment size, near shopping, highways, good schools)?

I'll be working at dulles airport. I would like to live in Arlington, Va. since its about 30 mins away. I will have a car, but I would like to be close to malls, grocery stores, best buy...things like that. I havent seen a walmart nearby either as much as I visit I have never been too close to one. My price range is 800 and up just need a studio or 1bdroom.

Yikes. Arlington is not happening at that price. As a matter of fact, you can forget NoVA. The best I can think of honestly is Oxon Hill. I stay in a condo complex called Brookside Park. It is about 5-10 minutes from where you were originally looking on the other side of the beltway and we have 1 or 2 bedroom units for rent from $1025-$1200 but all utilities are included. The good news about this place is that it is literally right down the street from the I-495 exit, a new Walmart is about to be built about a half mile from here (in 2013), a new outlet mall is going to be built right behind our complex and it is still 5 minutes from Alexandria and the National Harbor. The bad news though is it is an older complex, hasn't been kept up as much as it should be. That price range is probably close to the lowest you will get in a safer neighborhood. The most crime that happens here is vandalism. Send me a private message if you want to know more about it.

There is also apartments like Oxon Hill Village, Wilson Towers, and Portabello but it can be a little bit more than what you listed.

You must be referring to the part of SW DC that is close to downtown and more respectable. Elmira Street by contrast is about 5 miles away, across the river in a completely different part of SW known as Belleview or Bellevue.

Unfortunately you will be facing exactly the same problem as tens of thousands of other employees who work at Dulles or other economically-booming parts of Fairfax County, but who can only afford to live and commute from the opposite end of the metropolitan area, placing enormous strain on the area's clogged highways and bridges, air quality and oil-dependence.

Given your budget, I second Meatkins' housing suggestion.

Look for places further out, Manassas or Chantilly. You might find a shared townhouse for that amount of money.

If you wanna live around nothing but section 8, violence, drug dealers, hood rats, porch monkeys, liquor stores, etc then thats you're neighborhood.

Two words - Southern Towers (Alexandria, not Arlington)

Either that or a share in Fairfax.
