Just needin some advice on mabye were would be a good place to live. Dosen't need to be crime free but I don't want to live somewhere where they find a body every day or anything.

More information is needed. What sort of environment are you looking for, a city or a suburb? Will you have a car? What sort of living situation are you looking for? Your own apartment or renting out a room? How much are you looking to spend on housing? Is proximity to nightlife important?

You most likely won't be able to afford to live in a nice area without a college degree. What kind of work do you plan on doing? In case you didn't know, DC is very expensive.
