Interestingly enough, I used to live in Austin, and I'm currently going to school in Lincoln. I must admit I've never been to DC, but I know several people who've been there and who used to live there. Triangulating these three basic facts, I must conclude that I find your post a bit questionable. Most people I've spoken with have told me that there are some very nice parts of Washington, and some very bad parts. Austin, particularly East and Southeast Austin, have some fairly high-crime areas, but even so our murder rate is usually very low. Lincoln is a college town in the middle of a cornfield, so the most crime I ever see there is drunk frat guys fighting or cops pulling people over because there's so little crime there that they've got nothing better to do. In short, very very very different from what I hear about Washington. I'm not saying that it's a bad place to be overall, as it does have some gorgeous areas so I'm told, but I've also heard from a variety of sources that there are areas you definitely do NOT want to be after dark. I doubt its crime rate is as low as Austin, or even as Lincoln. Now, it's entirely possible that they've cleaned up their act much the same way that New York City has, but I've still never heard of it being this safe haven.

I'll attest to the whole block gang mentality in DC crews. I was one of the first white boys to live in a group rowhouse on Georgia & Ingraham NW. I got some hard looks at first but after everybody knew I lived there we got along. After a while I was hangin out with them on my porch. I don't know if these kids had a name for their crew but they were always shouting "Ingraham", and doing business on the block. I was perfectly safe on that block 100%. They knew I lived there and called it "block respect". I don't know if they made this term up or if it's a known thing. But I will say this, if I traveled 2 or 3 blocks in any direction on Georgia, I was looked at like a lost white boy fit for prey. I'd go up to Jefferson Liquor store for booz, but once you hit Kennedy, I didn't know those dudes and I wasn't gonna take my chances.
