Believe it or not, there are quite a few Asian gangs, but are more prevalent in the inner suburbs than in the city itself. Most Asian gangs consist of South East Asians: Vietnamese, Cambodian, and others. There are some Chinese and other Asian nationalities as well.
Most of the Asians in the Greater Washington area are law-abiding, but there are some gangs out there.

As someone you lives in Austin, I must say we have a low murder rate compared to many other cities in the nation including DC. As far as gang activity being the cause of the more violent crimes I am not sure on that one...

There's no way to sugar-coat it. DC is a high-crime city. The numbers are in decline, but a seemingly inordinate number of violent crimes are still committed.
On the other hand, and as I've said before, the violent crime is mostly concentrated in a few specific parts of the metro area. If you stay away from those areas, you're probably going to be fine.
