Most of these "kids" spend the majority of their lives working hard, studying, and making policy. They want an outlet. Why is this worse than the typical one, I.e., hanging out at bars drinking?

It is unclear what happened to Meridian Hill Park after the whipped cream pie fight... I can only assume organizers did not meticulously clean up the mess beyond the obvious pie plates. At least we can hope they cleaned those up. So that's the part I take issue with. What if you normally walk your dog there and your dog starts lapping up whipped cream and gets horribly ill? Or what if your football league usually plays there every weekend and couldn't because the grass was covered in whipped cream? Egging someone's car is fun too but that doesn't mean it's OK.
True, hanging out at bars drinking is not exactly productive but that is certainly not the only outlet people in this town have. There are art options, kickball leagues, yoga studios, professional associations, hell, people can go LARPing if they want. They can do whatever they want. Personally I prefer to take my BW Parkway aggression out on my PS3 in the comfort of my own home.
Something like this can easily turn into organized mayhem, all in the name of "loosening up" and "relieving stress."
In other words, it's all fun and games until someone loses an eye.

I agree that they should clean up after themselves, but what is wrong with organized mayhem if no one is hurt and all participants are willing?

A conga line, a marathon, a motorcade, a street festival, protesters.... This is the reality of the city. If you don't want to live here, don't. But, don't try to take away other's fun just because you don't see value in diversion.

I am employing a strategy of not noticing. Pretty sure this will have zero impact on my life, and on the off chance it does, it will be a fleeting inconvenience.

Guess, I'm wondering why the outlet has to be focused on this kind of annoying self-centered silliness when you're a grown-up adult. Why can't it be volunteering or tutoring a kid or working with a church group or cleaning up the Anacostia or taking a writing class or learning a musical instrument, etc.

Wow really? You don't see how a silly event that maybe takes up an hour or two of these people's time per week can also allow for time to do the positive things you mention? Or you're so sure that doing the conga in public clearly demonstrates that someone is entitled and absolutely does not volunteer or contribute anything to society?
