Do House and Senate offices operate in accordance with OPM or is there somewhere to check their operating status?

No, if the Senate is in session, their offices will be also. Although we may have bad weather in DC, constituents in various states don't and expect their representatives & their staff to be there.

However, the COS may let people come in later due to bad weather.
