When you consider that Chinatown is the closest thing DC has to a retail-y tourist spot similar to Times Square. It's where business people go to lunch, it's where tourists wander up from the monuments or in between museums.
The problem is, it's also a venue for crackheads and general vagrants to harass anyone and everyone for money and just cause a general nuisance. As the weather has gotten nicer, their numbers have swelled from 20-30 in the winter to well over 60-70, all just standing around, yelling, muttering to themselves, getting in the way of people walking, etc. I can't go to lunch without not only having people hit me up for money while walking, but actually walking into the fast food joints and annoying customers eating/ordering.
There's police all over the place, why is this allowed? Is this the image we want to paint for tourists? DC is supposed to have cleaned up its image, but if you walk through that corridor when the weather is nice, you might wonder if this is 1987.
Are there no laws against loitering or panhandling on the books? Do the restaurants not have any say about who is harassing their customers? Does the Verizon Center not care?
Thats not the point. Nobody should feel forced to do anything they dont wanna do. 9/10 all the person gonna do is go to the store and buy cysco, md 20-20, or 211 or wild irish rose.

I've been to a lot of cities and in a lot of countries. D.C. has to have among the highest number of fit vagrants in the world. The ones I've come across from other places are generally skinny, old, crippled -- most of the ones I've encountered here look like they can try out for the NFL. I've bumped into dudes looking like Albert Haynesworth asking me for change outside of McDonalds, and I'm thinking to myself, "How can he maintain his vast physique if he's dead broke?"
I don't give beggars money if they exceed my weight requirement. That's why elderly folks and Somalians get my change.
I don't hate suburbanites, it's too much touble. I do wish they would stay in the suburbs and stop clogging up the city streets. They are a real nusance. They have such an inflated sense of entitlement.
Some do, but not all of us. Heck, go over into the Philly forum and what they have to say about their suburbanites. It's freakin' hilarious
