What has changed since the 1960s (actually, since the 1990s) is redevelopment of the urban core and an infusion of new development and middle / upper middle class that replaced, for better or worse, a lot of the social issues that tend to afflict lower income populations. A lot of the social norms and wealth that were prevalent in the suburbs from the 60s-90s have now taken root in the city, not a lot of guns.
If someone really wants to get a gun in DC they will have no problem finding one.
Having money actually makes it easier for them to get a hold of one.

In the District you can not carry, you may own a firearm but it must remain in your home unloaded and secured. Those who want to carry must register and those request are evaluated case by case.
Also, unless your a quick draw, some thug who's been assaulting and robbing as a regular part of his day to day life will already have his weapon at the ready.
Great news. I knew that DC has been steadily improving, but it's great to see some statistics to back it up. One of the greatest cities in the world IMO.
2014 has been off to a bad start. There have been way too many shooting and stabbing incidents in DC than there shouldve been.
