It's the 2015 Omnibus Appropriations bill that was introduced yesterday. The government is only funded through Thursday at 11:59pm, so the House is whipping the votes today and planning to get this on the floor sometime tomorrow.

The only opportunity to change the bill would be if the House cannot whip the votes, and Congress is forced to pass a very short term continuing resolution. If that's the case, the Omnibus would have to be changed to appease dissenting Republicans. That's a pretty tough environment to take out a Republican-supported provision, however there would be some horse-trading going on. That being said, I don't really know that DC's autonomy relative to legalization would be high on the list of things that Senate Dems (and some R's like Rand Paul and Dana Rohrabacher) would be looking to trade for in a high stakes negotiation.

I think the danger still lies in the House putting a provision in the Omnibus appropriations bill, as they tried to do with the Council decriminalization bill. Rep. Harris (R-MD) will introduce an amendment, or have language included in the Managers Amendment, to cut funding from the district in an attempt undercut decriminalization (his language before was ineffective, but they've been working on it). If Rep. Harris is successful, then it is up to the Senate to fight it. The Senate will not include language aimed at repealing DC's marijuana decriminalization laws in their version of the Bill, but they'll still have to reconcile their bill with the House. What a slap in the face for those that voted, and a slap in the face of the democratic process.

For years, congress hasn't been able to come together to do squat, and now, they are going against something that people voted for and clearly want? What a sham.

No it is definitely not. There are two things I am positive about: 1) Harris didn't do this for Emergent and 2) the legalization of marijuana in a medium sized city is not even on Emergent's federal advocacy priority list.
