With your budget you can find something anywhere, so take your pick.

I wouldn't recommend Arlington if you're looking for an NYC vibe. Most of it is very suburban, and the "urban" parts like Clarendon are basically one street of yuppie shops and restaurants and the occasional big apartment building surrounded by suburbia.
I'd also throw in Columbia Heights, Shaw, U Street, Mount Pleasant, and Park View (though it could seem more like a Philly neighborhood than an NYC/Brooklyn) as well.

Park View, Petworth, Pleasant plains, and Trinidad are Philly esque neighborhoods IMO.

Yeah that's true. I find a lot of the Georgia Ave neighborhoods and a number of Northeast neighborhoods look like they could blend in well in West Philly or Lower Northeast Philly.

A few people have suggested Columbia Heights - is there a dog park located nearby? I see one at 11th Street & Park Road that isn't official according to Yelp? Looks to be pretty small from Google Maps, but I'm guessing that's par for the course in DC?

One of the better dog parks can be found at 17th st and New Hampshire ave in DuPont Circle. Idk about the Columbia Heights one being official or not though. A lot of the newer apartment buildings near the metro station have their own dog parks on the rooftops.
