Is washington D.C a state?
Is washington d.c a state or is it like part of baltimore I always forget.

Nope, it's not a state. D.C. residents can vote in Presidential elections but have no real representation in the U.S. Congress despite paying full federal taxes and having its budget overseen by Congress.
As you might imagine it's a pretty touchy, controversial political issue around here. It's in the U.S. constitution that the capital not be part of any state. However, since 600,000+ people live here now (more than the state of Wyoming and around the same population as Alaska) it's a significant issue regionally. Democrats tend to be for statehood or at least some kind of Congressional representation while Republicans aren't in favor of it (since D.C. is overwhelmingly Democratic and would tilt the balance in Congress leftward). Back in the 1970's there was a movement to amend the Constitution to allow D.C. representation but the amendment didn't gain enough support before it expired.

No, it's not a state. And according to the Constitution, as it stands, it can't be. It's a federal territory, completely separate from Maryland or Virginia.
It's not the best comparison, but think of it as like Puerto Rico or Guam, except DC has to follow U.S. federal laws and pay taxes.

Jim - why are you trying to confuse him?
It's not part of Baltimore at all. I don't even know what that means. It has no political ties to Baltimore at all.
It's a federal district built to house a federal government with no allegiance to any state.
