Default Where to live for older single person working at NIH?

Hi there, I'm writing on behalf of a friend of mine who has taken a job in Bethesda and wants to rent a 1- or 2-BR apartment within about a half-hour of work (looking to buy eventually). He's 55 and likes a relatively peaceful/quiet setting for home but to be able to travel into town for cultural events, etc.
Can you suggest anywhere that he might find an apartment or small house he'd enjoy? Someplace that would have some interesting things going on (vs. a place where nothing is happening) and agewise not mainly people in their 20s, students, etc. He can pay up to about $1500. Germantown/Gaithersburg seemed bad in terms of commute on 270... downtown Silver Spring seemed too urban to him... and Bethesda rentals overpriced. Thanks for any suggestions.

Update: He told me today he has found a place, in NW DC.
