If you reside in DC, you'll have to change your registration to DC. There is no exemption for students or military members. Even if you keep your tags in your home state, you'll still pay insurance based on your residence, not registration. My insurance was halfed when I moved three miles across the Potomac into Virginia.

As for parking options, many residences in the areas mentioned offer garaged parking for either a (hefty) fee or included in the rent. This is well worth it, especially when it snows.

Officially, you nee to register your car and get a new license. In practice, I've seen many out-of-state plates in my complex's parking lot for more than 60 days (all spots are reserved for residents). If you don't need the residential permit and have off-street parking, you might be ok. Regarding insurance, talk to your provider. I paid Virginia insurance rates in college, even though my car was registered in Pennsylvania since it was garaged for most of the year at school in VA. If you explain that it's temporary, you might get away with it.

Generally, the big giveaway is having a DC license and non-DC plates. If you're planning on keeping both, and watch your tickets, you could probably get away with it.
