Default Where to live in between DC & Richmond?

I am considering a District Managment position in the DC area. I would be overseeing the following areas, Arlington, Dulles, Fairfax, McLean, Norfolk and Richmond.

I am 26 and interested in a hip, trendy, and safe. I want to be close to independent stores and restaurants. I've lived in Orange County Cali and currently live in Palm Beach Florida, so I am aware of the cost of living in the DC area, but where is a cool and AFFORDABLE place to live? I would like a studio for less than $1,000.
